Heels coming off, does not that just signify having a pair of flat boots for a while? You may need to put a new sole on the heel section of course but that should not be a major issue for most of us especially if we have some other old ripped up (or can be ripped up!) pumps or boots we can borrow some sole material from to cut to shape.
How about taking the uppers from an old pair of pumps and fittings them upside down. Flesh side down over where the heel is to extra scrub out and abuse that already mashed pair of heels.

nope, a higher heeled shoe / boot has a metal arch inside between the sole and insole to strengthen the heel, when a high heel breaks off you still have the metal arch inside so the sole is never flat, if its a kitten heel you might get away with it, the arch is also a hardened steel, i know i've tried to drill through it

Can you not pull the shank out though once the heel has broken off? I mean it does not really matter what a mess you make of the inner sole does it as they are destined for the garbage compactors mashing blade or the flames of a bonfire in the end.

Honnestly I have done it many time (with more than 20 pairs of boots) and only one of them had the sole coming of :) As long as you purchase quality boots, it's not happening often :)
